To earnestly implement the work arrangements and requirements of higher-level authorities on workplace safety, and to effectively strengthen risk prevention and control during the Mid-Autumn and National Day holidays, Hubei Pangyuan convened a special video conference on safety and environmental protection on September 24. Relevant responsible personnel at all levels from Hubei Pangyuan and its affiliated assessment units attended the meeting.
The meeting noted that the fourth quarter is both a critical phase for boosting production and operations and a high‑risk period marked by frequent extreme weather events and intensive equipment maintenance. With the approaching dual holidays, the frequency of high‑risk tasks is increasing, and workers’ vigilance may wane, placing safety management under multiple pressures. The meeting conducted a systematic review of common issues identified during on‑site inspections in the first three quarters and outlined priorities for enhancing safety management at this stage. It emphasized the need to sustain and consolidate the effectiveness of standardized on‑site procedures while further strengthening workers’ risk‑awareness; to fully leverage the deterrent effect of safety assessments; to intensify efforts to enforce rigorous safety management; and to continuously improve the efficiency of risk identification and response. Drawing on real‑world case studies, the meeting also delivered safety‑education briefings, guiding all personnel to clearly understand the current safety‑management landscape, cultivate a strong sense of risk awareness, and ensure that safety responsibilities are firmly assigned and rigorously fulfilled at every level.
The meeting emphasized that all personnel must elevate their political awareness, uphold the principle of “putting the people first and life above all else,” and earnestly assume primary responsibility for workplace safety. Safety management personnel must adhere to principles and perform their duties rigorously, maintaining a sense of responsibility characterized by constant vigilance to safeguard the safety baseline. First, meticulously review and approve maintenance plans, scientifically coordinate project schedules, and conduct thorough safety‑technical briefings and specialized safety training. Second, establish a comprehensive, end-to-end management system for high‑risk operations; standardize procedures for vetting outsourced and contracted teams; ensure on‑site supervision throughout the entire process; and strictly enforce regulations governing confined‑space work. Third, deepen self‑inspection and self‑correction of potential hazards: promptly address minor issues, place major risks under supervised oversight with closed‑loop resolution, and prevent equipment from operating while defective. Fourth, refine the mechanism for assessing and penalizing violations; implement weekly reporting and dissemination of findings; organize study sessions on industry‑specific safety cases; and benchmark against best practices to drive continuous improvement. Fifth, carry out targeted inspections of vehicles and equipment, verifying critical components such as tires and brake pads one by one, replacing aged or failed parts in a timely manner, and concurrently standardizing the use of personal protective equipment, wire‑rope inspections, contract approvals, and other foundational management practices. During the upcoming holiday period, for major hazard sources and high‑risk maintenance projects, ensure that senior leaders provide overall coordination and deployment, while responsible deputy leaders oversee on‑site execution.
Following the meeting, Hubei Pangyuan simultaneously launched a comprehensive pre‑holiday safety‑hazard inspection. Led by Director Tong Guangli and General Manager He Jiang, an inspection team comprising heads of all assessment units and departments conducted a full‑coverage review of key areas—including the Qianchuan base’s storage yard, material warehouses, processing zones, temporary electrical systems, and lifting operations. For each identified issue, specific responsible parties and completion deadlines were assigned to ensure closed‑loop resolution, thereby mitigating safety risks at their source.
Going forward, Hubei Pangyuan will uphold Party leadership in guiding workplace safety, continuously refine end-to-end management of inspection, maintenance, and high-risk operations, strengthen hazard remediation, safety training, and on-site supervision, and meticulously ensure safe production during the dual‑holiday period and the fourth quarter, thereby fully safeguarding a stable and improving safety performance across the region.
