Recently, Pangyuan Leasing convened a special meeting on safety and environmental protection for September. The meeting thoroughly studied General Secretary Xi Jinping’s important instructions regarding the fire incident at Qingdao Beihai Shipbuilding Co., Ltd., conveyed and implemented the arrangements from the parent company’s September safety and environmental protection work conference, and reviewed and summarized the achievements of August’s production safety efforts. Geng Hongbin, Director and Deputy General Manager of Shaanxi Construction Machinery Co., Ltd. and Chairman of Pangyuan Leasing, along with Party Secretary and General Manager Qu Xiaodong and other members of the leadership team, attended the meeting.
The meeting emphasized that safety and environmental protection are critical to the company’s long-term development and must be pursued with stringent standards and rigorous oversight to ensure the smooth and orderly conduct of production and operations. All units are required to diligently implement all safety and environmental safeguards during the dual‑holiday period, strengthen compliance‑based management at work sites, and sustain the positive momentum in workplace safety.
The meeting emphasized that all units must firmly assume and fully implement their primary responsibility for safety, conduct comprehensive pre-holiday safety inspections to eliminate all types of risks and hazards, strictly enforce holiday on-duty and standby arrangements, provide adequate care for employees, and maintain a rigorous work ethic across the board. While safeguarding the safety baseline, they should also coordinate and advance key annual priorities such as receivables collection and asset revitalization, ensuring steady progress toward operational objectives.
The meeting called for the following: First, to fully recognize the critical importance of safety work. We must firmly embrace the principle that “safety is the market; safety is our livelihood,” integrate safety management into every link of our business operations, and safeguard our corporate brand and market reputation. Second, we must conduct thorough, targeted safety inspections. This includes carrying out comprehensive checks on all in-service equipment, with particular attention to key components such as structural parts, wire ropes, and limit devices. Third, we need to standardize the management of special‑purpose equipment and critical positions. This entails rigorously verifying personnel qualifications, strengthening equipment maintenance and inspection, and ensuring a safe and orderly working environment. Fourth, we must deepen the three-year campaign to address the root causes of workplace safety issues. We will refine and improve our safety and environmental protection systems, while encouraging management personnel to engage directly at the frontline, enhance risk assessment and preventive measures, and fortify our safety defenses.
This meeting was held in a hybrid format—both in person and via video—and was attended by heads of all company departments and subsidiaries, as well as relevant personnel from the safety and environmental protection divisions.
