From August 19 to 20, Xu Jianping, a member of the Party Committee and Secretary of the Commission for Discipline Inspection of Shaanxi Construction Machinery Co., Ltd., led a team to conduct a supervisory inspection of Pangyuan Leasing’s implementation of the responsibility system for building a sound work style and clean governance in the first half of 2026. It must deeply implement the “four business philosophies,” firmly anchor itself to the “three major central tasks,” and earnestly carry out Chairman Che Wanli’s nine-character guideline of “stabilizing scale, reducing costs, and preventing risks,” while integrating Party leadership into every aspect of corporate governance. He outlined the following requirements: First, maintain the correct political course and fortify the “ballast stone” of Party building and governance. Continuously study and thoroughly grasp General Secretary Xi Jinping’s important expositions on Party building in state-owned enterprises, and strictly enforce the “first‑issue” system. The leadership team should “promote unity, keep the bigger picture in mind, collaborate effectively, and uphold integrity,” striving to deliver tangible results and drive development. Each subsidiary’s Party branch must identify entry points for integrating Party building with business operations, forging strong bastions capable of overcoming difficulties. Second, focus on key challenges and bottlenecks to win the “hard battle” of turning losses around and breaking through. Deepen organizational restructuring and the “three‑designations” reform, establishing a new framework of “headquarters overseeing overall strategy, regions taking the lead in execution, and coordinated collaboration.” Implement business integration in accordance with regulations, revitalize idle assets, and make every effort to recover outstanding receivables. Third, improve the compliance system architecture and weave a robust “safety net” for standardized operations. Fully leverage the governance effectiveness of the “three meetings,” clarify the boundaries of authority and responsibility, and standardize the exercise of power. Address issues raised in inspection feedback by drawing broader lessons and implementing corrective measures at their source to plug management loopholes. Strengthen institutional constraints, standardize the management of overseas entities, and guard against various operational risks. Fourth, uphold the cornerstone of workplace safety and safeguard the “lifeline” of steady development. Implement the “three controls and three musts” principle, hold all employees accountable for safety, refine long-term mechanisms, and ensure the successful conclusion of the three-year campaign to address root causes of workplace safety issues, thereby elevating intrinsic safety levels. Fifth, enhance the effectiveness of oversight and discipline, tightening the “safety valve” of clean and ethical conduct. Deepen and strengthen political oversight, establishing a multi‑dimensional, comprehensive supervision framework. Conduct regular cautionary education, adhere to both symptomatic and root‑cause remedies, and integrate immediate corrective actions with enduring institutional improvements, so as to achieve governance through punishment and prevention through deterrence.
