To fortify the integrity defense and energize efforts to overcome challenges, on August 10, the Beijing Pangyuan Shandong Assessment Team convened all mid-level managers for a special session on cautionary education and a monthly business‑performance review and planning meeting. The event sought to advance both Party conduct and clean governance and the enhancement of production and operations in an integrated manner, thereby building consensus and rallying concerted action to accelerate progress toward the year’s objectives.
The meeting focused on studying the spirit of the Central Politburo’s session and General Secretary Xi Jinping’s important remarks on grassroots governance. Participants carefully reviewed the contents of the 74th special issue of “Qingfeng Jianji,” published by Shaanxi Construction Machinery Co., Ltd., and conducted immersive警示教育 (educational warnings) through case studies, using these cases as lessons to drive reform. Drawing on core business areas such as tower crane leasing, equipment transportation, project settlement, and accounts receivable collection, attendees systematically identified compliance risks across the entire operational chain, refining and enhancing their post‑specific risk‑prevention registers and establishing a regular self‑inspection mechanism. The meeting emphasized that all Party members and cadres must strictly implement the “dual responsibility” system for each position, simultaneously strengthening both operational performance and ethical self-discipline. They were urged to keep a close watch on two key tasks—securing new contracts and collecting payments—and to conduct routine self‑inspections and corrective actions at their posts, thereby safeguarding the enterprise’s steady, high‑quality development with a rigorous, clean, and upright work style.
The meeting reviewed key operational metrics for August, including the completion of Shandong’s assessed output value, project payment collection, equipment scheduling, and cost control. It conducted a comprehensive review of the current operating landscape, squarely addressed existing weaknesses, clarified the baseline of business operations, and delved into the root causes of identified issues. A daily reporting system was established for payment‑collection progress across all regions and functional departments, with item‑by‑item reconciliation of project settlements against accounts‑receivable ledgers to remove bottlenecks in coordination among operations, production, and finance, thereby accelerating cash recovery. At the same time, all employees were urged to maintain a strong sense of crisis, firmly assume responsibility for their respective roles, and further refine end‑to‑end closed‑loop management mechanisms to ensure that every task is monitored, managed, and delivered with measurable outcomes.
The meeting emphasized that safety is the foundation for business development and must be integrated across the entire process—covering equipment installation and dismantling, transportation and operations, and on-site management—to ensure safe operations while supporting business expansion. In turn, incremental revenue should be reinvested in safety measures, fostering the coordinated and systematic implementation of safety, production, and business objectives. It is imperative to continuously strengthen risk forecasting and hazard identification, uphold accountability at every level, and resolutely safeguard the bottom line of workplace safety.
The meeting emphasized that all cadres and employees must firmly adhere to the nine-character work guideline of “sense of responsibility, execution capability, and a sense of crisis,” internalizing it in their minds and translating it into concrete actions. This approach should permeate every stage of market development, accounts receivable collection, cost control, and integrity‑based risk management. With a keen focus on the three core priorities—order acquisition, payment collection, and cost reduction—participants are to refine and implement targeted measures for improvement, while coordinating efforts to enhance operational quality with the ongoing, systematic prevention and control of integrity risks. By adopting a more pragmatic work style and assuming greater accountability, they must make every effort to achieve the year’s operational objectives.
