To effectively prepare for Typhoon No. 13 “Bailong” this year, Pangyuan Leasing has mobilized all levels of the organization and swiftly entered full‑scale typhoon‑and‑flood‑response mode. All ongoing construction projects immediately activated their emergency response plans, carried out wind‑proofing and reinforcement measures for lifting equipment, and conducted thorough on‑site hazard inspections, firmly safeguarding site safety. At the same time, taking advantage of the temporary suspension of work during the typhoon, the company organized specialized safety training sessions, ensuring that flood‑ and disaster‑prevention efforts are advanced in tandem with safety education, with both priorities carefully balanced and integrated.
Projects such as the Taizhou Grand Theater and Longgang in Wenzhou have implemented specialized wind‑resistance measures for multiple tower cranes on site: releasing the slewing brakes, lowering the lifting hooks, allowing the crane booms to rotate freely, and conducting a comprehensive inspection and remediation of temporary structures, site fencing, and drainage systems. A strict 24‑hour on‑duty system has also been rigorously enforced. Following thorough inspections and rectifications, all protective measures for heavy equipment have been fully implemented, ensuring a stable safety situation on site and successfully withstanding the typhoon’s wind and rain.
As storms struck, construction on some projects was temporarily suspended, but the “engine” of safety training never stalled. Each subsidiary skillfully leveraged the downtime created by the typhoon to conduct tiered, category-specific safety training, turning inclement weather into a prime opportunity for learning and ensuring that “work may pause, but learning and safety never do.”
The Pangyuan Haining Base in Zhejiang held a special safety training session for its installation and dismantling teams, focusing on twenty common unsafe behaviors. The session analyzed the root causes of habitual violations and proposed preventive measures, using real-life cases to sound a strong safety alarm and encouraging frontline workers to abandon complacency and adhere to standardized operating procedures.
Shanghai Yidong conducted a specialized training session on safety responsibilities and legal risks at its Qingpu campus, targeting frontline managers and team leaders. The program clarified the safety duties of each position, disseminated key practices for identifying and mitigating occupational safety and production‑related legal risks, and helped managers strengthen their accountability and safeguard the first line of defense in safety management.
Two training sessions—one for operators and one for managers—were both down-to-earth and high‑level, ensuring that safety awareness takes firm root even in challenging conditions.
As typhoons pass through, the test lies not only in the speed of emergency response but also in the depth of everyday management.
