On July 22, Fan Fusuǒ, Deputy Secretary of the Party Committee, Director, and Chairman of the Trade Union of Shaanxi Construction Machinery Co., Ltd., led a delegation to Pangyuan Leasing to conduct a field visit. They listened to reports on the company’s first-half operations and leadership team development, and conveyed and implemented the spirit of the 2026 Mid-Year Work Conference and the Safety and Environmental Protection Work Conference held by Shaanxi Coal Group and Shaanxi Construction Machinery Co., Ltd.
Fan Fusu pointed out that Pangyuan Leasing, as an important wholly owned subsidiary of Shaanxi Construction Machinery Co., Ltd., must firmly uphold the fundamental principle that “state-owned enterprises are led by the Party,” thoroughly study and deeply understand Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully leverage the Party Committee’s leadership role in setting direction, overseeing the overall situation, and ensuring implementation, earnestly translate the outcomes of education on establishing and practicing a correct view of political achievements into concrete actions, continuously enhance the political judgment, political comprehension, and political execution capabilities of managerial personnel, and implement all decisions and arrangements without compromise.
In light of the company’s actual business operations and development, Fan Fusuurged the following: First, strengthen unity and collaboration to build a robust and effective leadership team. Emphasize “unity, a holistic perspective, collaborative spirit, and integrity,” fostering a positive environment in which each level sets an example for the next and leads by example, thereby deepening the integration of Party building with production and operations, and ensuring that strong Party leadership drives strong enterprise growth. Second, remain problem‑oriented and resolutely wage the tough battle to turn losses into profits. All members of the leadership team must keep the bigger picture in mind, ensure that local interests serve the overall goal, and align resource allocation and market strategies with those of the parent company, using the certainty of their own management to effectively address market uncertainties. Third, uphold reform and innovation to continuously stimulate endogenous momentum. Break free from conventional thinking and path dependencies, boldly explore new approaches, proactively embrace change, steadily consolidate the foundations of grassroots Party building, and fully leverage the role of Party branches as bastions of strength and Party members as pioneers and models. Fourth, strictly adhere to disciplinary red lines and coordinate efforts to ensure safety, compliance, and clean governance. Bear in mind that safety is the greatest source of value; rigorously implement the responsibility system for workplace safety across all employees; establish a multi‑departmental collaborative oversight mechanism; and persistently enforce the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct, creating an atmosphere of integrity and high morale in all undertakings.
Qu Xiaodong, Party Secretary and General Manager of Pangyuan Leasing, delivered a special report on the progress and outcomes of key initiatives for the first half of 2026, including production and operations, accounts receivable collection, asset revitalization, cost reduction and efficiency enhancement, corporate reform, workplace safety, Party‑building integration, and compliance governance. He stated that all cadres and employees of Pangyuan Leasing will thoroughly understand and fully implement the decisions and directives of Shanxi Coal Group and Shanxi Construction Machinery Co., Ltd., focus on the year’s goals and tasks with renewed determination, continuously strengthen the leadership team’s self‑improvement, resolutely assume primary responsibility, work diligently and pragmatically to overcome challenges, and make an even greater contribution to the safe and stable development of Shanxi Construction Machinery Co., Ltd.
