On July 20, Pangyuan Leasing convened its 2026 Mid-Year Work Conference and Safety & Environmental Protection Conference. The meetings conveyed the spirit of the Shaanxi Construction Machinery Co., Ltd.’s mid-year work and safety & environmental protection conferences, comprehensively reviewed the first-half performance, conducted an in-depth analysis of the current business environment, outlined key tasks for the second half of the year, and committed to making every effort to achieve the annual goals and targets.
Geng Hongbin, Director and Deputy General Manager of Shaanxi Construction Machinery Co., Ltd. and a director of Pangyuan Leasing, attended the meeting and delivered a speech. He emphasized the following key priorities: First, intensify efforts to accelerate receivables collection and strengthen the company’s financial stability. Make receivables recovery a mandatory performance indicator for the second half of the year; assign responsibilities at all levels, tailor approaches to different customer segments, closely monitor critical milestones to expedite cash inflows, and ensure robust funding for ongoing operations. Second, strictly control operating expenses and tap into untapped cost‑reduction potential. Focus on core cost drivers such as labor, crane rentals, and transportation; rigorously manage off‑budget expenditures, and achieve quality improvement and efficiency gains through meticulous operational oversight. Third, revitalize existing assets and optimize resource allocation. Conduct a comprehensive inventory of work‑in‑progress‑for‑housing assets and their ownership status, adopt location‑specific strategies, and accelerate asset disposal through leasing or transfer to fully unlock the returns of idle assets. Fourth, strengthen closed-loop rectification and solidify the management foundation. Establish a full‑process, closed‑loop mechanism for addressing issues, promptly conduct self‑inspections to plug gaps in policy implementation, and refine the internal control system, using problem‑solving to elevate overall management standards. Fifth, uphold compliance as an inviolable baseline to ensure stable business operations. Leverage digital platforms to implement end‑to‑end oversight of construction sites, integrate compliance requirements into every stage of business activities, and proactively mitigate safety and other operational risks. Sixth, reinforce safety and environmental management to safeguard the company’s development trajectory. Regularly conduct safety training, hazard inspections, and emergency response drills; enforce rigorous, end‑to‑end controls over safety and environmental matters, laying a firm foundation for sustainable growth and preventing workplace accidents at the source.
Qu Xiaodong, Party Secretary and General Manager of Pangyuan Leasing, conducted a comprehensive review of the achievements made in the first half of 2026 across key areas—including operations, reform, safety, Party building, and risk management—and outlined priority tasks for the second half from seven distinct perspectives. First, firmly uphold safety and environmental protection standards to lay a solid foundation for development. Second, focus on improving quality and efficiency, striving to meet annual business targets. Third, strengthen overall coordination and ensure the effective implementation of closed-loop management. Fourth, refine business integration and establish a supporting institutional framework. Fifth, adopt multiple measures to revitalize existing assets and enhance asset utilization efficiency. Sixth, accelerate the consolidation of underperforming enterprises and complete enterprise reform tasks on schedule. Seventh, deepen the integration of Party building, leveraging it to drive improvements in quality and efficiency. In alignment with Shanjian Machinery Co., Ltd.’s strategic initiatives—“Year of Profit Enhancement” and “Party Building–Driven Value Creation”—and closely tied to the central priorities of enhancing quality and efficiency while cutting costs, the company will advance standardization and regularization, ensuring that all year‑long objectives are successfully implemented through high‑quality Party building.
Deputy General Manager and Chief Engineer Meng Zhifeng conveyed the spirit of Shanjian Machinery Co., Ltd.’s 2026 Mid-Year Work Conference and Safety & Environmental Protection Conference; Deputy General Manager Hou Weiwei summarized the first-half safety and environmental protection efforts and outlined key priorities for the second half of the year; and Discipline Inspection Commission Secretary Zhao Liang reviewed the first-half work on Party conduct and integrity building and laid out the plan for the second half.
The meeting called on all cadres and employees to align their thinking and actions with the company’s decisions and arrangements, further build consensus on development, and invigorate their spirit of dedication and initiative, driving the effective implementation of all tasks with a sense of responsibility that leaves them “never fully at ease.” All departments and subsidiaries are required to, in light of the agenda set at this meeting, break down tasks item by item and refine specific measures tailored to their own circumstances, clearly defining responsible entities and deadlines.
