On April 15, Fan Fusuo, Deputy Secretary of the Party Committee, Director, and Chairman of the Trade Union of Shaanxi Construction Machinery Co., Ltd., together with Xu Jianping, a member of the Party Committee and Secretary of the Commission for Discipline Inspection, conducted a research and guidance visit to Pangyuan Leasing.
During his field inspection, Fan Fusu pointed out that the new leadership team of Pangyuan Leasing must further strengthen its own development, optimize the structure of the cadre workforce, and build a “five-good” leadership team and a “five-type” management team. He made the following requirements: First, raise political awareness, uphold political principles, emphasize unity, and demonstrate a strong sense of responsibility, so as to forge a robust and capable leadership team. Thoroughly carry out study and education on establishing and practicing a correct view of performance, strengthen centralized study and discussion within the Party Committee’s theoretical study center group, and showcase new commitment and achievements in serving the Group’s strategy and supporting the development of the listed company. Second, reinforce Party building as the guiding force, ensure accountability for all tasks, and comprehensively enhance the quality and effectiveness of Party building within the enterprise. Strengthen grassroots Party organizations, improve the teams responsible for Party affairs and disciplinary inspection, adhere to the principle of giving equal emphasis to Party building and production and operations—making both equally strong—and deepen the “Party Building Plus” special campaign, effectively translating the advantages of Party building into developmental and competitive advantages for the enterprise. Third, stay firmly focused on objectives and rigorously implement them, benchmark against and align with the key tasks for the year, and promote the safe, healthy, and sustainable development of Pangyuan Leasing. Uphold the unified approach of being problem-oriented, goal-oriented, and results-oriented; adopt precise policies and targeted measures; and comprehensively improve performance. Continuously deepen the “three determinations” reform, strengthen the development of the cadre and talent pool, tighten safety and compliance management, resolutely maintain the bottom line of preventing major risks, and ensure that all deployment requirements are effectively implemented at Pangyuan Leasing.
Xu Jianping put forward three requirements: First, strengthen political leadership and maintain a higher-level strategic perspective to ensure the proper direction of all duties. This entails continuously studying and thoroughly understanding Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly upholding our political stance, earnestly fulfilling the Party Committee’s primary responsibility for exercising full and rigorous self-governance and the Commission for Discipline Inspection’s supervisory responsibilities, rigorously implementing the “dual-responsibility” system for members of the leading team, and ensuring that the pressure of Party governance is effectively transmitted down through all levels to the front lines of business management. Second, enforce supervisory responsibilities and build a robust integrity defense through closed-loop management. This means fully integrating compliance requirements into every stage of business operations, improving internal control mechanisms to close management loopholes, continually strengthening functional oversight responsibilities, and consistently fostering a clean and upright political environment. Third, adhere strictly to the bottom line of integrity and demonstrate the true character of cadres through integrity and proactive performance. Members of the leading team should take the lead in intensifying study, reflection, practice, and application; oppose and resist misguided notions of official achievements; assume proactive responsibility in their respective posts; continuously enhance their overall management capabilities; strictly abide by the bottom line of exercising power in accordance with regulations; and maintain a tight vigilance over integrity and self-discipline.
Geng Hongbin, Deputy General Manager of Shaanxi Construction Machinery Co., Ltd. and a member of the Party Committee and a director of Pangyuan Leasing, stated that Pangyuan Leasing will unswervingly comply with the decisions and arrangements of the Party Committee of Shaanxi Construction Machinery Co., Ltd., strengthen the self-improvement of its leadership team, enhance team cohesion and combat effectiveness, focus on key annual tasks, tackle tough challenges, ensure effective implementation and drive development, and, with a strong sense of responsibility, mission, and urgency, pursue practical work and forge ahead with determination to contribute greater wisdom and strength to the high-quality development of Shaanxi Construction Machinery Co., Ltd.
