On March 13, Pangyuan Leasing convened a meeting to launch and deploy study and education on establishing and practicing the correct view of political achievements. Attending the meeting were Chai Zhaoyi, Vice Chairman of Shaanxi Construction Machinery Co., Ltd.; Xu Jianping, Member of the Party Committee and Secretary of the Commission for Discipline Inspection; Geng Hongbin, Director, Deputy General Manager, and Director of Pangyuan Leasing; Wu Shuang, Director of Construction Mechanization; as well as members of Pangyuan Leasing’s leadership team based in Shanghai, heads of various departments, and all Party members of the Shanghai Pangyuan Party Branch.
Qu Xiaodong, Secretary of the Party Committee and General Manager of Pangyuan Leasing, led the study of the spirit of the “Meeting of the Central Leading Group for Party Building Work on Studying and Deploying the Education Campaign to Establish and Practice a Correct View of Political Achievement”; Zhang Lantian, Deputy Secretary of the Party Committee, Secretary of the Commission for Discipline Inspection, and Chairman of the Trade Union, then provided an interpretation and explanation of the company’s implementation plan for carrying out the education campaign to establish and practice a correct view of political achievement.
The meeting closely aligned with Shanxi Coal Group’s “Year of Synergy and Efficiency Enhancement” and Shanxi Construction Machinery Co., Ltd.’s “Year of Performance Improvement” and “Year of Party Building Integration for Value Creation,” mobilizing all Party members and cadres within the company to unify their thinking, build consensus, and use a sound view of political achievements to guide the new journey, overcome development challenges, and vigorously propel a strong start for the company during the 15th Five-Year Plan period.
The meeting emphasized that fostering and practicing a correct view of performance requires deep integration with collaborative value creation, the establishment of robust collaborative mechanisms, and the leveraging of this guiding principle to strengthen oversight, provide assurance, and drive progress in key areas such as market expansion, project delivery, cost control, risk management, and performance enhancement—thereby laying a solid foundation for the company’s high-quality development.
The meeting called for the following: First, we must elevate our political awareness and gain a profound understanding of the paramount significance of establishing and practicing a correct view of performance. This is an essential requirement for fulfilling the mission of state-owned enterprises and serving the overall national interest; it is an urgent need for overcoming development challenges and achieving high-quality transformation and development; and it is an intrinsic imperative for pooling synergies for development and building a strong contingent of capable cadres. Second, we must clearly define the objectives and requirements and ensure that study and education are carried out in a solid, effective, and orderly manner. Party organizations at all levels should thoroughly study and implement General Secretary Xi Jinping’s important expositions on establishing and practicing a correct view of performance, comprehensively and in depth identify problems and shortcomings in this regard, promptly address and rectify them as they are discovered, and consolidate and deepen the outcomes of the “Month of Institutional Revision” initiative by scrutinizing existing systems and mechanisms for provisions that do not align with the requirements of a correct view of performance and by refining relevant institutional arrangements. We must always take public satisfaction as a key criterion for evaluating the effectiveness of study and education and voluntarily submit ourselves to public oversight and appraisal. Third, we must strengthen our sense of responsibility and commitment to ensure that efforts to establish and practice a correct view of performance yield tangible results. The important expositions on a correct view of performance should be incorporated as a key component of study sessions for Party committees’ theoretical study centers and cadre education and training programs; leading cadres should set an example, and secretaries of Party organizations at all levels should proactively assume their primary responsibility as the principal persons in charge of their respective units. At the same time, the implementation of a correct view of performance should be included as a critical element of political oversight and inspection, so that through study and education we can drive the effective execution of all aspects of enterprise operations—production and management, safety and environmental protection, product R&D, sales and service—and enable employees and the general public to witness real, measurable improvements.
