On March 12, Xu Jianping, a member of the Party Committee and Secretary of the Commission for Discipline Inspection of Shaanxi Construction Machinery Co., Ltd., led an assessment team to conduct an on-site evaluation of Pangyuan Leasing’s implementation of the responsibility system for comprehensively enforcing strict Party governance and for building a clean and honest Party conduct in 2025. Members of Pangyuan Leasing’s leadership team, heads of various departments, Party members, and employee representatives attended the assessment briefing session.
Xu Jianping commended the Party Committee of Pangyuan Leasing for its achievements in 2025 in ensuring the seamless integration and coordinated implementation of the “two responsibilities” for comprehensively and strictly governing the Party, as well as in consistently planning, deploying, advancing, and implementing Party conduct and integrity building in tandem with business operations. With regard to the next phase of Party conduct and integrity building at Pangyuan Leasing, he put forward four requirements: First, deepen theoretical study and enhance development capabilities. This should be closely aligned with the realities of the company’s critical period of transformation and development, effectively translating learning outcomes into a powerful driving force for promoting the enterprise’s safe, healthy, and sustainable growth. Focusing tightly on production and operations as the central task, robust political and disciplinary development must be strengthened to ensure the company’s stable operation and high-quality development. Second, reinforce accountability and implement the “dual responsibility” system for each post. It is essential to earnestly enforce the “two responsibilities” for Party conduct and integrity building and continuously strengthen oversight over the principal leader and members of the leading team. Solid efforts should be made to promote and practice a correct view of performance, consolidate and expand the results of studying and implementing the spirit of the Central Committee’s Eight-Point Regulation, and actively foster a clean and upright development environment. Third, cultivate a rigorous work style and achieve tangible results through practical action. Party members and cadres should take the lead in focusing on Shaanxi Construction Machinery Co., Ltd.’s “three major central tasks,” continuously improve their work style and capacity, and elevate the level of the “three services.” They should also continually strengthen their ability to tackle tough reform challenges and solve difficult problems. Moreover, they should further deepen the practice of the four business philosophies, proactively cultivate new growth drivers, and effectively enhance the enterprise’s core competitiveness. Fourth, raise ideological awareness and advance problem rectification. The role of Party organizations as strong bastions must be fully brought into play; Party building and production and operations should be pursued in parallel with mutual reinforcement. Thoroughly summarize experiences, push forward problem rectification, improve management effectiveness, and upgrade compliance management and risk prevention and control.
At the meeting, Chai Zhaoyi, Vice Chairman of Shaanxi Construction Machinery Co., Ltd., presented a certificate of honor to the individual from Pangyuan Leasing who was recognized as an outstanding performer in discipline inspection and supervision work by Shanmei Group for the 2024–2025 period. The assessment team then provided details on the content of this evaluation and the associated disciplinary requirements. Qu Xiaodong, Secretary of the Party Committee and General Manager of Pangyuan Leasing, reported on the implementation of the Party Committee’s principal responsibility for exercising full and rigorous governance over the Party and for building a clean and honest government in 2025; Zhang Lantian, Deputy Secretary of the Party Committee, Secretary of the Commission for Discipline Inspection, and Chairperson of the Trade Union, reported on the fulfillment of the Commission for Discipline Inspection’s supervisory responsibilities at Pangyuan Leasing.
The assessment team conducted a thorough review of Pangyuan Leasing’s implementation of the responsibility system for exercising full and rigorous Party self-governance and for building a clean and honest Party conduct, as well as the rectification and implementation of issues identified in inspection feedback, through methods such as symposiums and exchanges, democratic evaluations, solicitation of opinions and suggestions from representatives, and examination of relevant documentation.
