To further deepen regional development and make a strong start, while rigorously prioritizing safety to facilitate the resumption of production, recently, Geng Hongbin, Director and Deputy General Manager of Shaanxi Construction Machinery Co., Ltd. and Director of Pangyuan Leasing; Qu Xiaodong, Party Secretary and General Manager of Pangyuan Leasing; Cao Xiaorong, Executive Deputy General Manager of Pangyuan Leasing; Wang Xiaojuan and Shang Liqiang, Deputy General Managers of Pangyuan Leasing; and Zhang Jun, General Manager of the Business Department, led a delegation to Pangyuan Leasing’s East China Region II to convene a supervision meeting on the resumption of work and production. Key leaders of all units within the East China Region II, members of the leadership teams, and heads of finance departments attended the meeting.
At the meeting, the spirit of relevant documents issued by the parent company was first conveyed. The principal heads of all units in East China Region II then reported, one by one, on the detailed progress of resuming work and production—covering such areas as staff returning to work, equipment operation and maintenance, cost reduction and efficiency enhancement, and market development plans—and provided specific explanations of the practical challenges currently being faced as well as their approaches for the next phase of work. In light of the region’s business characteristics and the prevailing market environment, the meeting scientifically reviewed and approved the 2026 operational targets for East China Region II, thereby defining a clear path for future development. Meanwhile, leaders and heads of relevant departments, drawing on their respective areas of responsibility, put forward concrete guidance on issues such as operational risks, production organization, cost control, and service assurance, to ensure coordinated efforts across all levels and seamless collaboration.
Qu Xiaodong stated that all cadres and employees in the East China Second Region must elevate their political awareness, thoroughly grasp the strategic intentions and work requirements of the parent company, closely integrate the spirit of relevant documents with the region’s actual production and business operations, translate higher-level directives into concrete actions to promote the resumption of work and production, and ensure that all decisions and arrangements are effectively implemented, take root, and yield tangible results within the region. Focusing on three core dimensions—integration of Party building, safety management, and integrity and clean governance—he set forth clear requirements for the work of the East China Second Region: unswervingly uphold Party leadership as the guiding principle, promote the deep integration of Party building with production and business operations, and use high-quality Party building to drive high-quality development in the region; maintain constant vigilance over workplace safety, improve and refine the safety management system, and fortify the safety safeguards for the resumption of work and production; and strictly adhere to the bottom line of integrity and self-discipline, strengthen efforts to build a sound Party style and clean government, and foster a positive atmosphere characterized by integrity, transparency, and a strong commitment to hard work and entrepreneurship.
In his concluding remarks, Geng Hongbin commended the East China Region II for the initial successes it has achieved during the resumption of work and production, and, in light of the region’s specific business realities, laid out firm directives for safety management and operational performance for the remainder of the year. He emphasized that safety is the lifeline of corporate development and must be managed comprehensively and throughout the entire process, with absolutely no room for complacency. He called for a robust performance appraisal system that clearly links rewards to accountability, using institutional rigidity to ensure that responsibilities are fully implemented; for resolutely rejecting formalism and adopting a pragmatic approach to ensure that safety initiatives take root and deliver tangible results; and for steadfastly upholding the safety baseline, even as efforts are made to reduce costs and improve efficiency. With regard to the safety-related duties of general managers across all units in the region, he set forth four mandatory requirements: first, personally lead at least three safety inspections per year, going directly to the front lines to identify hazards and close loopholes; second, personally convene safety situation analysis meetings to accurately assess the regional safety landscape and resolve persistent management challenges; third, personally oversee the rectification of major safety hazards, implementing closed-loop management to ensure that all such hazards are eliminated; and fourth, personally participate in emergency response drills, using realistic, field-oriented standards to enhance emergency response capabilities.
This supervisory meeting for the East China Second Region serves as a “deployment meeting” for implementing the directives of higher authorities, a “diagnostic meeting” for targeted oversight, and a “mobilization meeting” to build momentum and drive progress. Moving forward, all employees of Pangyuan Leasing’s East China Second Region will take this meeting as an opportunity to stay firmly aligned with the annual business objectives, rigorously implement the requirements of higher management, meticulously carry out all tasks related to resuming work and production, steadfastly uphold safety red lines, and focus on enhancing quality and boosting efficiency.
